I have just
cd /usr/share/doc/apache2-doc/manual
rm *.html *.xml*
and now I can see the manual correctly.
Having read the documentation about how Multiviews works I cannot see
how it could have worked with those .html files present.

I have just upgraded from apache1 to apache2 using the current
testing version. The manual from apache2-doc is not working. When
I view http://localhost/manual/ or http://localhost/manual/index.html
I see the content of the index.html
