Make sure "amixer" is installed then give this command.
amixer sset Master unmute
Note the capital M in "Master".

In my experience the best thing to do is become root and purge the
pulseaudio package. You may want to have braille running or 'ssh' into
the box in case it doesn't work.
apt purge pulseaudio
