Here it would rather be a question for the speakup mailing list.
Initially it was rather speakup that was managing how key presses
etc. should be pronounced, and using the i18n files

I forgot to say that that problem is in debian without any desktop
environment or window manager. Just terminal.
In that step where you select apps i selected just 11 (ssh) and 12 (system
standart utilities).
I was tested and that's what i know and see:
