clean then drop the few remaining items than reimpleme

This version closes 2 bugs:
- #428168 ITA: flite -- A small run-time speech synthesis engine
- #350484 Please package new upstream version 1.3
#443554 and #484051 are in my todo list but I need help to solve it for
