The file po/Makefile.in.in is not included with the Orca sources and should be
generated by the build. I deleted it and the package wouldn't build. I fixed
the build by adding to the rules file
override_dh_auto_configure:
NOCONFIGURE=1 ./autogen.sh
dh_auto_configure
