The kernel does support unicode. Only speakup doesn't yet.

You could try using fenrir since it does respect the kernel charmaps for TTYs.
what is a kind of fakeunicode and the way it works in TTYs, since the kernel
itself does not support unicode. Since i do not speak russian i could not test.
If you give a shot, please give me a feedback.
