Have you tried git://git.debian.org/pkg-a11y/speakup-tools.git ?
I find in it scripts/set_locale.in. So it should work as included in the
package. However I noted a mistake in debian/control I'll fix in URL
git.

I cloned the speakup-tools git repository from Debian and there's no such
script in the repository.
