Mate 1.20.4 in Buster has a Theme called HighContrastInverse, which uses
white font on pure black backgrounds in every app.
In Mate 1.24.x in Bullseye this Theme has a dark-grey background in most
apps, which eliminates the contrast.

can this be backported, so "xcalib -ia" can be used again to invert colors?

'xcalib -ia' is used for accessibilty needs to invert the screen, e.g.
for applications that do not respect high contrast themes. For Jessie
its broken or X is, depends on how you look at it:
