MATE panel and keyboard focus

Hello. I'm part of Hypra, a French team working on making debian accessible to blind and low-vision users. Our work is based on MATE and Compiz/Emerald. As you may guess, our use case requires GUI elements to be reachable using the keyboard only, without any pointer depending of visual feedback.
