returns wrong number: 38 instead of 39.
It is an upstream bug.
Right after the tags for the version 39 were produced in upstream
(r8591, 8592), there appeared two fixes that address version numbers:

I am rather convinced emacspeak belongs in the a11y group.
It is, after all, a screen reader, and we maintain a few of
