making debconf use whiptail

Hi. I have a friend having problems using the dialog interface to debconf. We both run testing/unstable, but my setup uses whiptail for dialogs while his system uses dialog. Could someone tell me what to do to make debconf use whiptail by default? Thanks in advance. Kenny
