I've created now a configureable version.
It can be only activated when apne is on and all others drivers are off.
I keep the reset patch part of the new feature since I don't have
another apne card I can't test it (even though I'm guessing it would
be useful for all amiga pcmcia cards).

and is titled "patch for 100 MBit cards".
I can possibly create a new option "apne 100mbit" which can only be
enabled when no other 8390 driver is active but I can't do much more -

network card couldn't be found but after compiling a new kernel with
the old patch I now also have networking.
Can someone add that to the kernel please, either as an option or
always if it's not destroying something else.

I've installed debian on my Amiga 1200 (Blizzard 1230/IV@50MHz + FPU)
using the instructions at:

Basically it worked well but the default kernel did not recognise my
network card at all.
