dpkg-reconfigure xserver-xfree86 does not write XF86Config-4

Hello, I have tried running dpkg-reconfigure xserver-xfree86 several times to update my XF86Config-4 file. After running, I notice that the time stamp for /etc/X11/XF86Config-4 has not changed nor have the changes I made during the dpkg-reconfigure been saved. Am I doing something wrong here
