without Trilinos in that case.
I did: cmake -DCMAKE_INSTALL_PREFIX=/mnt/e/dealii/abq1d/installed
-DDEAL_II_WITH_TRILINOS=OFF
And it ran perfectly.

you can find prebuilt static binaries of deal.II 8.5.0 for windows, with no
external libraries, here:

I also know of people that successfully compiled and used deal.II 9.0.0 on
windows.
