I found that if you create a user, there needs to

at least one alias
(which doesn't seem to be covered in the doc
Your installation is incomplete. Part of the create_tables...
sql files is the statement:
INSERT INTO users (userid, passwd, encryption_type)
VALUES ('[EMAIL PROTECTED]@__', '', 'md5');
Apparently this systemuser is missing.

needs to be an alias of [EMAIL PROTECTED] as well. Then the command
becomes
