You can left-click on these bottom buttons and hold for a few sec, and
the same popup will appear.

I see that you are using Ubuntu 16.04 so maybe a Gtk+ issue?

except those small button in DT. Well, strictly speaking even they work
but only sometimes (1 click of 10-20) 🙂

Did you maybe move the mouse away from the place where you clicked after you
right-clicked? The popup closes when losing focus.
