Trying to make work album order I've seen this effect too.
I'll try to fix it.

Although I filed this bug-report for a different reason, the underlying
problem also solved your issue.
Just tried it in 3.1.0+1635 and works nicely.

* grab an image with mouse, move it to another position, drop image
* nothing happens, image stays at it's old position, repositioning no
longer possible, sequence not changea
