Could we use the same the same method the image processing modules use for
"move up" and "move down" vs. the shft+ctl+drag and drop? Or a right click
context menu?

When using the "levels" or "tone curve" modules the histogram is shown in
the module. I often use drawn and parametric masks with these modules.
