* in lighttable select "sort by" -> "custom sort"
* close dt, entry in darktablerc should be plugins/collection/sort=7 now

Although I filed this bug-report for a different reason, the underlying
problem also solved your issue.
Just tried it in 3.1.0+1635 and works nicely.

observed behaviour :
* in lighttable select /sort by -> custom sort/
* grab an image with mouse, move it to another position, drop image
* nothing happens, image stays at it's old position, repositioning no
longer possible, sequence not changea
