As requested on cygwin-developers@ and cygwin@, this patch adds a flag
("-d", or "--dump-only") that instructs cygcheck to not check for the
presense of all package files on "-c". So, to get the "old" "cygcheck -c"
functionality, call "cygcheck -cd".
