gcc 32-bit compiler returns error 1 immediately

I have installed the 64 verswon of gcc and it works fine I also installed the 32 bit version on a 32-bit laptop and it installs ok, but when atteppting to comple any program with gcc it simply returns eiimdiately without doing anything, with return-code 1 I installed both versions the same way;

gcc 32 bit compiler does not like files outside of c:\cygwin
