XWin Server fails to start with keymap failure,

cygcheck -c xkeyboard-config Cygwin Package Information Package  Version    Status xkeyboard-config 2.14-1 OK $ less /usr/lib/X11/xkb/README.config /usr/lib/X11/xkb/README.config: No such file or directory This is all I found googling.  I have no idea on how to proceed.  Any help
