I got the chance to work on this issue some more today. Unfortunately, none
of the suggestions helped. What I tried:
1. I verified that that the windows firewall is allowing port 22 inbound for
the cygsshd service. This has not changed since system inception last year.
This works for me to make a local installation repository:
All of the following assumes you have a working cygwin install on a machine
that has internet access.
1. Create a Cygwin install directory and cd into it. Download the latest
Cygwin installer to this directory:
# mkdir Cygwin
# cd
-progress
rsync://mirrors.kernel.org/sourceware/cygwin/x86_64 ./
5. Copy the entire Cygwin tree you just created to a CD ISO or flash drive.
You now have a portable Cygwin installation.
