Postinstall not working, setup.exe 2.218.2.8

Running the newest setup.exe 2.218.2.8 seems to provide faulty postinstall processing, as shown in the log I've attached. I've download from the nasa site and the plantemirror.com site. The results are identical. I choose to download to a local directory. When complete, I get a message Download
