I fired up a sqlite3 shell today and was dismayed to find that readline

It works here, under both MinTTY and cmd.exe.
By that I mean that I ran sqlite3, typed .help at it, then Up-Arrow

pristine-tar fails on postinstall for x86: unknown package
uname -r reports 1.7.25(0.270/5/3)
obtained fresh setup-86.exe prior to updating.
