Because the ACL set on the file do not match any POSIX permissions. The
presence of extended attributes (like ACL) is indicated by "+" at the end of
POSIX permission byte.

I found, by enabling shell logon for cyg_server and then running sshd, that
/etc/ssh*_key permissions were too lax.
use the command: chmod g-rwx /etc/ssh*_key to fix these permissions.

Because noacl is not posix-like, and other people (like myself) do NOT
mix native tools, and prefer that cygwin be as posix-like as possible b
It seems that mintty in Cygwin under Windows-7 does not pass C-`
(Control-backtick, in US keyboard this is the key above the tab) nor
C-~ (or Control-Shift-backtick) to terminal applications. Any reason
for that? This is with a fully updated cygwin as of 2013-03-21.

They are in the tarball as well. As said, they are basic man pages,
nothing fancy. Please know that English is not my native tongue.
Nice work, Frank. I took a quick look at the man pages. The only
improvement I'd suggest is that the first sentence of the Description
for reboot.8 would read be
