texlive not set up for updates?

TeXLive runs OK for preparation of my manuscripts. However, I'd like to expand its use, e.g., to include uspatents packages, etc. When I try to run tlmgr: /cygdrive/c/cygwin/usr/share/texmf/scripts/texlive% tlmgr.pl Can't locate TeXLive/TLConfig.pm in @INC (@INC contains: ./../../texmf/scripts/t
