No /bin directory

I installed Cygwin on Win2000 machine using setup.exe program, but it does not create /bin directory in the cygwin folder. The installation goes smooth and when I try to start the cygwin shell, the DOS window opens and immediately closes as there is no /bin directory. Any ideas? Thanks. __
