Workaround succeeded using an earlier version's ssh-keygen.exe:

Hello,
I have recently setup cygwin sshd on Win7, Win2k3, and Win2k8 no issue.
Run setup, add sshd package, install. Run cygterm as Administrator,
ssh-host-config, setup ssh keys.
However installing cygwin sshd on Vista is running into the following problem:
