hook scripts in Subversion..

I am trying to get the hook scripts functioning with the Cygwin version of Subversion.. and they don't seem to be running at all.. Besides, for instance, setting the file "pre-commit" to executable, what else do I have to do? Is there anything special that the Cygwin version requires? Thanks! --
