It appears that is the case.
~ looks to be a special char.
Does anyone know where the setup.exe source is?
I could submit a patch for that.

I've verified the cygwin.exe against the cygwin.exe.sig
I downloaded from cygwin.com.
The sig confirms it's the latest version.
gpg --verify setup.exe.sig setup.exe

I'm getting the same thing, and this is with a freshly downloaded cygwin.exe
from the website.
Perhaps the website is out of date?
