Thanks Achim, I'm sorry I expressed myself poorly, but fortunately you
understood and gave me the answer I wanted. The explanation that it's still
cygwin based, but with a MS Windows direct interface gave cleared it up for me.

It seems there is some confusion. What you are describing above would
match the Windows version of Emacs, which has nothing to do with Cygwin
and the emacs-w32 binary it offers.
First of all, i think you can't do this with cygwin, cause not everyone
install cygwin.
I don't understand what you are asking. The official emacs on w32 is
already portable. All you need to do is unzip it without a install
process. You can carry it around in a memory stick.
