Try:
1. Delete your previous installation directories
2. During your initial installation, don't select
additional packages beyond those that are
installed by default, that is, install the
smallest number of packages possible to get
a working Cygwin environment.
3. Add
Start over. Remove all "ftpsite folders". Only proceed when you do not
lose connections. Choose "Install from internet". Good luck!

Ok so I follow painfully the setup steps and lose connections several
times so I ahve some 20 ftpsite folder
