Problems running makewhatis

I've installed most - not all - of Cygwin and have been trying to run /usr/sbin/makewhatis. First time run thru I get the following: cp: cannot create regular file `/var/cache/man/whatis': No such file or director y /bin/awk: not found /bin/awk: not found /bin/awk: not found /bin/awk: not found
