Well, you probably do have one special setting: IIRC, the line draw
stuff doesn't work properly even in cmd.exe/bash unless your CYGWIN

I have tried reinstalling the ncurses and the rxvt (with and without
"enhanced Unicode) features and am still having problems.
When I go to the
/usr/share/libs/ncurses/test
directory under by "normal" bash shell and enter
./ncurses
everything looks good.
However, when I try this under the rxvt
