I haven't used "gpg --recv-key" for a couple of Cygwin DLL versions, but
when I tried recently, it failed in a rather odd way:
$ gpg --recv-key 0xc0f2c580
(error snipped)
I tried to reproduce your problem, but I couldn't.
$ uname -r
1.5.16(0.128/4/2)
$ gpg --recv-key 0xc0f2c580
gpg: request
