Chris Reinhardt fixed the problem, which turned out to be something related to
the configuration parser in Net/DNS/Resolver/Cygwin.pm, and it works now!
If you were having problems with SpamAssassin+Cygwin before, or other strange
Net::DNS problems, please try this snapshot:

Not sure where to go for help with this. I've googled, and searched
newsgroups relative to Cygwin, Perl, and of course, SpamAssassin, to no
avail, though I know it's quite possible this problem's aready been
touched on...
