i think that the problem is related to the anonymous access because i can
access the ftp server with another account/password.

enabled Guest user in winXP ( no password )
deleted the entries ftp and anonymous from /etc/ftpusers
added the following line to the /etc/passwd file
ftp::501:513:U-Guest,S-1-5-21-1606980848-1677128483-1343024091-501:/
