In my case, it was not down to the string size being too small. I seemed to
suffer exactly the same problem.
You get the same error if Windows can't access the dll. This seems to happen
for some "special" dlls.

I have just downloaded the latest version of Cygwin (1.3.6)
and inetd now works for me under Win95OSR2.5
Many thanks to whoever fixed this!
I had quite a lot of trouble debugging it any further than I did
as my only Win95 machine is a 486-50 laptop!
