My TERM=cygwin, does not happen with xterm, and the vim t_ti and
t_ti vars are as the example in the "help
restorescreen",
set t_ti=^[7^[[r^[[?47h t_te=^[[?47l^[8
and I have the current cygwin, vim, terminfo/termcap.

about 15 entreis reading "Windows 2000 Hotfix (Pre-SP4)
X" and "Windows 2000 Hotfix (SP4)" in
Control panel/Software).
