I did (from the bash
shell)
export CYGWIN=tty
bash
xemacs -nw.
With hindsight I can understand why this does not suffice, and adding
set CYGWIN=tty
to cygwin.bat does indeed fix things.
So thanks for your efficacious (though a tad unfriendly) advice.

FWIW I'm actually running cygwin on a windows XP VM under 64bit Unbuntu using
QEMU/KVM. :)
