The libxerces-c23, xerces-c-devel, and xerces-c-doc packages have been
uploaded to the cygwin mirror sites.
The only change between xerces-c 2.3.0-3 and 2.3.0-4 is the cygwin dll
version it was built against and the gcc version it was built with.
Xerces-c 2.3.0-4 is built against cygwin 1.

I've finally been able to have some time to take a look at this. It turns
out that in updating the README.cygwin.txt that was in the original port
that this is based off of, I had removed at least one critical step:
(1) Make sure the following lines exist in your /etc/passwd file:

I removed the sections of the README that have to do with modifying
/etc/passwd because from what I've seen, the latest imapd (or maybe it's the
latest cygwin?) is able to authenticate properly without having your
password encrypted in /etc/passwd.
