First, I have read the FAQ and this mailing archive :)
Here is the problem I meet:
In a directory are placed three files using windows 8's explorer:
- a short Cyrillic filename "абваб.txt"
- a long Cyrillic filename
"абвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабвабв
