I can report the same issue at 16.04. Apps won't open where the mouse
pointer is, they tend to open at the screen at the left, even when isn't
selected as the main monitor.
Happening at KDE 5.8 with Ubuntu 16.04

Just dist-upgraded from 11.10 -> 12.04 -> 12.10 and it's finally working as
it should!
Thanks a lot for all your effort to correct this bug. This problem first
appeared back in October and I was eagerly waiting for the fix to upgrade.

It's may be late, as a fix has just been released, but full screen works
fine in Writer (pressing F11), this issue appears to only happens in
Impress. If the issue persist, maybe you can check Writer's code.
