We've done both, even within a branch (0.20.0 was voted on core-dev@ and 0.20.2 on general@). The bylaws suggest general@ should be used, which seems to make sense since we're releasing common, hdfs and mr. I think either works as long as people know where to check. http://hadoop.apache.org/bylaw
