having the same issue with non-root user on 24.04, fix for me was to
re-configure my hosts to allow root login and adopt hosts that way.

Having exactly the same error on the same setup. `ACS 4.18.1.0 on Ubuntu
22.04.3`.
For me this happens for a non-root user (`admin`). Here's my setup for a
