Again, looking at [1], the system has appeared to have done its
"closed-but-not-closed" quirk - it looks like registration is open again!
So, if the page says it's full, refer to [1] or the information in the
Attend page and act accordingly.

According to [1], this year's registration is in two waves. The second wave
will be in January. There should be a waitlist open after the second wave...
