To be honest, I'm not sure.  LOCKSS itself is, of course, just software not a network of sites.  It doesn't look like CLOCKSS or Portico make provisions for free, volunteer-run, open access journals like Code4Lib's.  CLOCKSS is $227/year for publishers earning less than $250k.  Portico requires
