The subject of this thread, my observation that documents created by a
non-Apple app do not reliably open as long as they are residing in iCloud
Drive, is apparently a known bug.

use File > Open… from within the app. It usually doesn’t. The possible
results from File > Open… are, randomly, one of:
• Once in a while, it works.
• It will silently fail to open.
