(deveforums.apple.com) might have an area appropriate if you have
access).
But mostly you’d need to rely on the doc, providing feedback, and
perhaps something like StackOverflow or the like.

Actually, I was more interested in learning where questions about UTIs
would go (it's not clearly a Cocoa topic), not where advocation of UTI
over any other file association system would go.
